Bryan Speegle was appointed as the first Director of the reorganized Resources and Development Management Department (RDMD) in January 2004. He began his County career in 1973, having held a wide variety of positions since then in Land Planning, Environmental Management and Transportation Planning.

As one of the County’s Chief Land Planners in the 1970s and 1980s, he was instrumental in obtaining tens of thousands of acres of regional park lands including Whiting Ranch, Newport Coast, Laguna-Laurel, Wagon Wheel, Caspers Wilderness Park, O’Neill Regional Park and many others.

Speegle’s major goals for RDMD include enhancing service to our clients, improving project delivery, creation of the first Strategic Plan for Harbors, Beaches and Parks since 1973 and preparing for the department for the 21st Century.
