OC Public Works - Construction Division
The Construction Division (CD) is responsible for Inspection and Contract Administration of Public Works Capital Improvement Programs. Additionally, the Construction Division oversees many construction related activities including; bid openings, bonds/insurance, change orders, claims/disputes, safety, methods and equipment, contract awards, contract payments, engineering evaluations, labor compliance and National Pollutant Discharge Elimination Systems (NPDES) compliance.

OC Public Works - County Property Permits
County Property Permits (CPP) reviews, coordinates, issues, and monitors public right-of-way encroachment permits for construction/use of road, flood control systems, harbors, beaches, parks, and other County-owned property; processes special events, filming permits for all County facilities; collects fees, establishes surety and insurance amounts for public-right-of-way permits; administers County franchise ordinances.

OC Public Works - Engineering & Permit Services
Engineering & Permit Services is a service provider for public works projects supplying geotechnical investigations, soils evaluation, pavement design and materials testing for quality assurance during construction. This division also processes land transactions necessary to acquire land rights prior to construction of roads, flood control channels, harbors, beaches and parks. They maintain a public service counter supplying information on County land interests (fee and easement) to the engineering and surveying community and the general public. They process requests to acquire and vacate certain easement rights. Engineering & Permit Services provides utility coordination for public works projects and administers the formation of underground utility districts. They process the regulatory permits necessary for public works projects. They also plan check and inspect facilities that are built by developers that will be owned and maintained by the County and does the same for all facilities built within County right of way.

OC Public Works - Flood Control Division
The Flood Control Division is tasked with the ultimate goal of protecting Orange County from the threat of floods by designing and constructing channels, storm drains, dams, pump stations and other drainage related facilities.

OC Public Works - Geomatics
Geomatics is a multi-disciplinary approach to integrated technology systems of spatially-referenced information, including land boundaries, geodetic positioning, photogrammetry, remote sensing, cartography and geographic information systems. Geomatics consists of GPS, computers, software and other related technology used to capture data, maintain, analyze, manipulate and display spatially-referenced information.

OC Public Works - Operations & Maintenance
The Operations & Maintenance (O&M) Division of Public Works handles many of the County's tasks; Flood Control Systems include Dams, Retarding Basins, Pump Stations, Channel Maintenance and Sandbags. Inspection and Regulatory services include Code Enforcement, the National Pollution Discharge System (NPDES), Graffiti Removal, Emergency Cost Recovery and FEMA. Road Systems include Catch Basins, Street Sweeping Programs, Pothole Repairs, Trees Maintenance, Sidewalk Repairs and a Pavement Management System (PMS). O&M also oversees Special Services including a Storm Operations Center, Emergency Response (i.e. rain, wind, fires, earthquakes, Coastal Oil Spills etc.), a Trails System/Open Space and Community Parks.

OC Public Works - Pesticide Regulation Forms
The Pesticide Regulation Program enforces State pesticide laws and regulations to protect the urban and agricultural environment as well as protect people working with and around pesticides from exposure to hazardous pesticide levels. This is accomplished through an ongoing inspection program focused on commercial pesticide use. The California Department of Pesticide Regulation oversees the County's Pesticide Regulation Program.

Our planners, engineers, technicians, and administrative support personnel serve both the current and, through stewardship of the physical environment, future residents of Orange County.

OC Public Works - Watershed & Coastal Resources Division
Spills of chemicals, both accidental and otherwise occur throughout Orange County. While many are small and are easily cleaned up, such as fuel spills from vehicle accidents, others have greater potential for harm. County staff are available 24 hours day to respond to, investigate and abate the effects of spills. While the primary goal is the protection of the environment, investigations may, in some instances, lead to civil or criminal prosecution.

OC Public Works - Weights and Measures Enforcement
The Weights and Measures Program is responsible for ensuring the accuracy of all weighing and measuring devices used commercially in the county. The devices are tested for accuracy and inspected to determine if they are appropriate for their intended use. The Weights and Measures Program also enforces laws and regulations pertaining to Quantity Control, Weighmaster, Service Agency, Petroleum Products, Scanner Verification and investigation of consumer complaints.
The Orange County Weights & Measures Program places a high priority on investigating complaints.
