At the direction of the County Executive Officer and Board of Supervisors, the City Contracts Section manages and maintains quality public roads, parks, trails, storm drains, open space, and other infrastructure for the residents of Laguna Woods, Laguna Hills, Lake Forest, Mission Viejo, and Dana Point, thus enhancing many quality of life issues that directly impact their residences, businesses and the local environment.
The FEMA (Federal Emergency Management Agency) processing section of Engineering Support is responsible for submitting claims to the agency for damage to County public right-of-way that occurs during a storm event. The section provides general assistance to other agencies and the public regarding working with FEMA, and is the coordinator for the Operations and Maintenance Mutual Aid Program which covers 33 of the 34 cities in the County.

The Permit and Plan Review Section is responsible for reviewing and evaluating encroachment permit requests, subdivision and road/flood control improvement plans and specifications, and permits for any proposed facilities which is within or may have an effect on the County's right-of way. The section is responsible for insuring that any structures that will be accepted to be maintained by the County are built according to the County Standard Plans. They are also responsible to recommend conditions for and inspect special events such as races or filming that occur within the County right-of-way to insure compliance with the permit provisions and safety standards.
Currently the County of Orange's trail coverage is one of the most extensive in all of Orange County. Many individuals choose to bike, run, hike, ride, and walk on these beautiful trails. The trails throughout Orange County are a combination of Class I, Class II, and Class III trails that are challenging and enjoyable to all who use them. Used for both recreational and traveling purposes, the residents of South County continue to utilize and cherish the natural and constructed trails.
